The firm of Judd Roth Real Estate Development, Inc. has a wealth of professional experience, knowledge and success in the affordable housing arena. While being a full-service affordable housing real estate development and consulting firm, the company is also a family affair. The partners in the firm are Judd Roth, his brother, Adam, and Adam’s wife, Penny. All three have been working together for over 20 years, developing affordable housing as owners, and assisting more than 200 clients, obtaining over $500 million dollars from a wide variety of funding sources for affordable housing initiatives. Zachary Matthews joined the firm in 2016 and has been a key player and invaluable addition to the company. Rounding out the collective is Atty. Ruth Cooper, Judd’s life partner. Ruth brings over 25 years of experience in affordable housing consulting. As a boutique firm with a large world view, we present a unique approach to consulting that few firms can offer. We understand that a business partnership requires trust, dedication, and caring in order to achieve success.

Since joining the firm in 2016, Zachary has been an essential asset. Zachary brings an impressive work ethic to everything he does. Before joining the firm, Zachary owned and operated his own real estate development and property management company. These skills have served him well at Judd Roth Real Estate Development. Zachary understands real estate development from both sides of the table and is able to assist clients using this unique skillset. As Project Manager, Zachary is responsible for maintaining detailed information and submission requirements for all funding programs utilized by Judd Roth Real Estate Development. Zachary coordinates with the client from inception to completion. Since joining the firm, Zachary has assisted clients in obtaining over $10 million in affordable housing financing. Zachary has a keen eye for detail and works diligently to assure clients are satisfied and the work product is accurate and competitive. In 2019 Zachary joined the Board of Commissioners for The Allentown Housing Authority, where he currently serves as Vice Treasurer.
