Meet Our Team
The firm of Judd Roth Real Estate Development, Inc. has a wealth of professional experience, knowledge and success in the affordable housing arena. While being a full-service affordable housing real estate development and consulting firm, the company is also a family affair. The partners in the firm are Judd Roth, his brother, Adam, and Adam’s wife, Penny. All three have been working together for over 20 years, developing affordable housing as owners, and assisting more than 200 clients, obtaining over $500 million dollars from a wide variety of funding sources for affordable housing initiatives. Zachary Matthews joined the firm in 2016 and has been a key player and invaluable addition to the company. Rounding out the collective is Atty. Ruth Cooper, Judd’s life partner. Ruth brings over 25 years of experience in affordable housing consulting. As a boutique firm with a large world view, we present a unique approach to consulting that few firms can offer. We understand that a business partnership requires trust, dedication, and caring in order to achieve success.

Judd Roth has over 40 years’ experience as an expert in the field of affordable housing development and consulting. Judd was one of the very first developers in the United States to utilize the Federal Home Loan Bank Affordable Housing Program along with Low Income Housing Tax Credits to develop affordable housing. As a successful developer blending these and other funding programs, Judd soon became a sought-after expert in gap and structured financing by affordable housing developers throughout the United States. Judd has extensive, successful, recent experience in the planning and implementation of mixed finance strategies for affordable housing and public housing, working with non-profit and for-profit developers, all across the country, including Puerto Rico. Judd has demonstrated expertise in solving complex development problems and his hands-on approach is designed to meet the needs of each individual client. Judd has been directly involved in securing over $500 million in funding commitments from a wide variety of public and private sources and programs. Judd’s knowledge, patience and dedication to the client are the hallmarks of the firm’s success.
