Meet Our Team
The firm of Judd Roth Real Estate Development, Inc. has a wealth of professional experience, knowledge and success in the affordable housing arena. While being a full-service affordable housing real estate development and consulting firm, the company is also a family affair. The partners in the firm are Judd Roth, his brother, Adam, and Adam’s wife, Penny. All three have been working together for over 20 years, developing affordable housing as owners, and assisting more than 200 clients, obtaining over $500 million dollars from a wide variety of funding sources for affordable housing initiatives. Zachary Matthews joined the firm in 2016 and has been a key player and invaluable addition to the company. Rounding out the collective is Atty. Ruth Cooper, Judd’s life partner. Ruth brings over 25 years of experience in affordable housing consulting. As a boutique firm with a large world view, we present a unique approach to consulting that few firms can offer. We understand that a business partnership requires trust, dedication, and caring in order to achieve success.

Chief Operating Officer/Partner • 1986-Present
Adam Roth has over 35 years’ in the development, management and financing of affordable housing. Adam partnered with his brother, Judd in 1986 and began to grow the firm. Adam was initially responsible for managing the firm’s own stock of affordable housing units, including compliance, tenant outreach, and coordination with contractors. At the same time, Adam was also integrally involved in the consulting side of the business, including grant writing and securing of financing for affordable housing projects. Adam directed the firm’s outreach to Indian Country, working with many tribal nations all across the U.S., assisting them in securing funding to expand their affordable housing programs and enhance their NAHASDA (Native American Housing Assistance and Self Determination Act of 1996) funding. Adam’s dedication to client’s in Indian Country helped take the firm to a whole new level. Currently, Adam is the Chief Operating Officer for the firm, handling the business side of operations. Adam’s keen eye and attention to detail keep the firm operating smoothly and efficiently.
